Rwanda Launches Nationwide Digital ID Campaign

Rwanda has embarked on a significant digital transformation with the launch of a nationwide registration campaign for its unified digital identity system. The initiative, announced on August 8, 2025, aims to provide every citizen, refugee, and foreign resident with a secure, biometric-based digital identity[1][2][3].

The campaign is spearheaded by the National Identification Agency (NIDA) under the supervision of its Director General, Josephine Mukesha[4]. The system incorporates biometric features such as iris scans and fingerprints, issuing IDs in three formats: a physical card, a digital version, and a unique ID number[1][3][4].

The digital ID is planned to commence biometric data collection in mid-September 2025. This phase emphasizes privacy, allowing individuals to selectively share personal information tailored to the specific services they access[1]. The new digital ID system is expected to facilitate seamless access to services like banking, government programs, and mobile registration[1][2][3].

The digital ID is a key component of Rwanda's broader digital governance model, aligned with the 2020 Smart City Rwanda Master Plan and the Vision 2050 development strategy[5]. It supports Rwanda’s ambition to become an upper-middle-income country by 2035 through rapid and disciplined digital transformation, including AI and e-health platforms tied to the digital ID system[5].

The registration campaign began on August 7, 2022, and is supported by Access to Finance Rwanda (AFR)[6]. The new digital ID will be available as both a physical card and a digital version[7]. The issuance of the new digital ID cards is expected to begin in June 2026[3].

Rwanda’s digital ID initiative is a high-priority, government-led program that could set a new standard for Africa's digital future, focusing on user privacy and service integration across sectors[1][2][3][4][5].
