Intel Abandons Manufacturing Plant Project in Magdeburg

Intel, once a dominant player in the chip industry, has announced the abandonment of its billion-dollar plans for a factory in Magdeburg, Germany. The project, initially announced with a 30 billion euro investment and expected to create around 3,000 jobs, has been officially canceled in July 2025.

The decision comes after Intel posted a net loss of $2.9 billion in Q2 2025, worsening from the previous year, prompting a reassessment of capital expenditures and cutting back large-scale investments. CEO Lip-Bu Tan emphasized that expansion of manufacturing capacity would only occur if there is sufficient customer demand, signaling a move away from speculative factory building towards a demand-driven approach.

The new CEO, who replaced Pat Gelsinger, also shifted away from Gelsinger’s vision of transforming Intel into a major contract manufacturer for others, instead focusing on simplifying the organizational structure, improving efficiency, and cutting costs globally.

The cancellation of the Magdeburg plant, along with the abandonment of a similar project in Poland and significant job cuts (about 25% of Intel’s workforce, approximately 25,000 jobs), signals a substantial retreat from ambitious European expansion plans.

Intel's business has been boosted in recent months by concerns about U.S. President Donald Trump's trade policies, but this effect is now fading. The number of Intel employees is expected to fall to around 75,000 by the end of the year, representing a reduction of about 15 percent.

The planned factory in Magdeburg was part of former CEO Pat Gelsinger's ambitious plan to lead Intel out of crisis. Gelsinger also bet on the fact that the USA and Europe want to bring more chip production from Asia to the West and are willing to invest a lot of money in this. However, the project was put on ice for two years in September 2021, and the decision to abandon it was not entirely unexpected.

The cancellation disrupts the EU and German government’s goals for semiconductor sovereignty and local manufacturing capacity, as public subsidies and political expectations are not being met by Intel’s changed strategy. Intel aims to stabilize its business and invest selectively in areas with clear demand, potentially slowing down its foundry capacity growth and contract manufacturing ambitions.
