Linking the Digital Purchase Landscape: Insights from an e-procurement specialist
Sabine Flexer, a seasoned professional with experience as a sales director at Atoss Software SE in Munich, is making waves in the procurement sector as the co-chairman of the regional group for the German Procurement Network (DVNW) based in Stuttgart.
The regional group, which meets twice a year, is a hub for discussions on practical topics relevant to the procurement scene in Baden-Württemberg. High-level speakers are often invited to these meetings, including experts from the federal legislature and the chairman of the procurement chamber of Baden-Württemberg, Ulrich Pelzer-Müller.
Recent meetings have seen presentations from Brigitte Füllsack, head of the "Justiziariat and Procurement Law" department in the Ministry of Economics, who spoke about the current status of the reformed administrative directive of the state government on the awarding of public contracts, short VwV Beschaffung. The reformed directive has been in force since October last year.
Sabine Flexer, who has been heading the procurement department at the State Gazette for Baden-Württemberg since nearly a year, announced a modernization of the software solutions offered by the state gazette, in cooperation with partner Administration Intelligence AG (AI). The modular procurement portal developed by AI will bundle the entire digital procurement process, from demand notification to reporting and supplier management, on a new, uniform portal.
The regional group is also a platform for sharing experiences and best practices. Daniel Reiss-Gerwig, head of the procurement office of the city of Tübingen, reported on his experiences with the digitization in the procurement process and how Tübingen handles the processes in the procurement procedure with its central procurement office.
In addition, Valeska Pfarr, specialist lawyer for procurement law and partner at Menold Bezler, presented current judgments from the case law on procurement review instances.

The regional group is planning another meeting for the autumn, for which the topics are still to be determined. The most relevant innovations for practice are the significantly increased value limits for the awarding of supply and service contracts by the authorities, companies, and institutions of the state, and the innovations for climate-friendly procurement, including the requirement to include a CO2 shadow price in economic viability investigations.
