Addressing Physician Shortages in Saxony-Anhalt: Subsidies Offer relief, but Challenges Remain

Saxony-Anhalt, a region in eastern Germany, is experiencing a critical shortage of healthcare professionals. A subsidy program introduced a year ago, aimed at encouraging medical professionals to establish new practices or continue existing ones in regions with supply deficits, has shown initial success, according to the Saxon-Anhalt Association of Statutory Health Insurance Physicians (KV).

The subsidy initiative, part of a broader effort to address the region's physician shortage, has eliminated or mitigated threatened or existing gaps in medical supply. By April 30, 2025, approximately 950,000 euros, or almost 38% of the total funds available, have been distributed. Moreover, an additional 290,000 euros have been approved for more practice openings.

Improved healthcare services are anticipated in the Altmark and the Börde region, with noticeable strides expected in eye care, pediatric care, and various areas of general medicine. The KV reports that 24 general practitioners, two ophthalmologists, two pediatricians, and two child and adolescent psychiatrists in various regions have benefited from the subsidy.

Out of 45 funding applications submitted, 29 were approved. The remaining applications were either withdrawn by the applicants or rejected due to not being related to the subsidy regions as defined by the state committee's resolution.

The subsidy fund, totaling 2.52 million euros, is available until June 30, 2026, with the Saxon-Anhalt Association of Statutory Health Insurance Physicians and health insurers each contributing half. General practitioners, ophthalmologists, ear, nose, and throat specialists, pediatricians, neurologists, and child and adolescent psychiatrists may be eligible for the subsidy.

While the subsidy represents a step forward, Saxony-Anhalt continues to face a significant challenge due to the anticipated divergence between the number of unfilled physician positions and those that will be available. According to a KV forecast, around 520 positions will remain unfilled in Saxony-Anhalt within the next five years, nearly double the current number. By 2030, about a third of doctors are expected to retire, totaling nearly 1,180 doctors.

In response to the growing shortage, the KV suggests that not enough doctors are joining the workforce to maintain the current supply level. The trend among young doctors has been towards part-time work and employment rather than practice ownership. The KV concludes that statutory health insurance supply is facing increasing challenges.

In addition to regional initiatives, broader national strategies and recent healthcare reforms aim to address physician shortages across Germany, including Saxony-Anhalt. These measures focus on streamlining payment structures, incentivizing staffing, and implementing digitalization strategies to enhance care quality and efficiency, especially in understaffed regions.

While the subsidy program in Saxony-Anhalt represents a step towards mitigating the region's physician shortage, the broader impact of national reforms is expected to be gradual and dependent on local implementation.
