Munich continues to lead as the intellectually astute city
In a significant development, Munich has emerged as the most digital city in Germany in 2025, according to the latest Smart City Index by Bitkom. The Bavarian city excelled in various categories, achieving a maximum score of 100 points in mobility and leading in administration, IT and communication, and society and education.
The Smart City Index 2025 evaluated 83 German cities with over 100,000 inhabitants, based on more than 13,500 data points. Dr. Ralf Wintergerst, President of Bitkom, commended Germany's cities for their significant strides in digitalization.
Munich scored an impressive 90.2 out of 100 possible points, with a narrow margin separating it from the competition. The competition between the top cities is closer than ever, with only 5.5 points separating first place from tenth place.
Stuttgart overtook Cologne and completed the podium with 88.0 points, while Hamburg improved to 89.6 points, narrowing the gap with Munich to just 0.6 points. Notable new entrants among the top ten include Hannover, Düsseldorf, Leipzig, and Heidelberg.
However, the hurdles for a top 10 ranking have significantly increased, with cities needing at least 84.7 points this year compared to 76.6 points in 2023. Dresden, Lübeck, and Freiburg fell out of the top group this year.
Bitkom calls for the prompt implementation of the Smart City Roadmap from June 2024 and the facilitation of an innovation-friendly procurement process.
The Smart City Convention, taking place from September 30 to October 2 in Berlin, serves as a platform for experts from business, politics, administration, and research to discuss the digital transformation of cities, regions, and authorities. Over 650 high-level speakers, including Karsten Wildberger and Karin Prien, will speak on seven stages at the event.
