New ATM Fraud Measures in 2026: Longer Video Storage, Biometrics
New measures to combat ATM fraud are set to be introduced in 2026. The Prime Minister, Oljas Bektenov, supports these changes, which aim to block anonymous transactions and reduce 'cash-out' through registered cards. From January 1, 2026, ATM video recordings will be stored for at least 180 days to help identify participants in suspicious transactions. Additionally, transactions will be confirmed through a mobile app or SMS. Biometrics, such as facial recognition or fingerprint scanning, may also be introduced for these transactions. These decisions were agreed with the regulator at the Council of Compliance Services on July 18, 2025. To further combat fraud, senders will be required to enter their Individual Identification Number (IIN) when topping up their bank card with more than 500,000 tenge. These new measures, supported by Prime Minister Oljas Bektenov, aim to enhance security and transparency in ATM transactions. By implementing these changes, the government seeks to deter and reduce fraudulent activities.
