Newly Introduced AI to Identify Potential Administrative Districts

In a significant stride towards digital transformation, Viettel AI has unveiled an AI assistant tool designed to help users understand and navigate the newly established administrative units in Vietnam. The tool, available on computers, phones, and tablets, is a key component of Vietnam's transition to a two-tier local administration model, which officially commenced on July 1, 2025.

The conversational AI assistant operates through a user-friendly chat box on the website

The development of this AI assistant is the result of 48 continuous hours of non-stop work by Viettel AI engineers. They cross-checked tens of thousands of different scenarios to ensure accuracy for every potential citizen query. The system is built on a large Vietnamese language model, trained on official documents, to ensure a high degree of accuracy and reliability.

The comprehensive handbook included in the platform outlines the newly reorganized provincial and communal administrative structures, referencing relevant resolutions issued by the Standing Committee of the National Assembly. This handbook aims to provide clear and efficient information about the broader implications of the restructuring.

The AI assistant has proven to be particularly useful for residents, civil servants, and institutions needing verified and timely guidance on the updated government structure. It can answer queries about new administrative units after mergers, the responsibilities of departments and units in the new administrative structure, and more, within seconds, with accurate legal references and job-specific context.

On June 14, Viettel AI also launched a virtual assistant for civil servants to help answer questions on delegation, decentralisation, and the distribution of authority between the Government and the two-tier local governments. This AI assistant is another step forward in Vietnam's digital transformation journey, making government information more accessible, easy to understand, and practically relevant for all citizens.

  1. The Government's implementation of the two-tier local administration model in Vietnam, commencing on July 1, 2025, is being aided by the use of technology, as demonstrated by the AI assistant tool developed by Viettel AI.
  2. This AI assistant, accessible on computers, phones, and tablets, uses artificial intelligence and is powered by a large Vietnamese language model, trained on official documents, to provide accurate information about the newly reorganized administrative structures.
  3. In addition to assisting residents, the AI tool has also been beneficial for civil servants and institutions, offering quick, accurate guidance on topics such as new administrative units, department responsibilities, and legal references in the context of the updated government structure.
  4. The development of this AI tool marks a significant advancement in Vietnam's digital transformation, as it not only makes government information more accessible but also easier to understand, contributing to a more efficient and practical governance system for all citizens.
