Russians Anticipated to Face 70 Distinct Living Scenarios by End of 2025
In Russia, the Gosuslugi portal is undergoing a significant transformation aimed at digitizing and integrating public services according to "life situations." By the end of 2025, the portal aims to increase the number of "life situations" through which services are organized, with a target to convert 99% of mass, socially significant services to electronic format by 2030.
Currently, about 90% of socially significant mass services are available electronically on the portal. The modernization of Gosuslugi reflects Russia’s push to centralize and digitize its public administration fully.
A key aspect of the transformation is the proactive provision of services. Citizens will no longer need to submit applications and documents manually, as government departments will access necessary data from state registries once the citizen consents to receive services online. At present, eight such proactive services are operational, with 25 additional services expected by the end of 2025.
Gosuslugi is also set to be integrated into broader state digital platforms like MAX, a Kremlin-controlled app slated to become the national state messenger replacing foreign apps. This integration is part of an extended state strategy to consolidate digital control, including e-voting systems, with full deployment anticipated around the local and regional elections in September 2025.
The application process on the portal takes only a few minutes, as the system automatically fills in user profile data. In summer 2025, the Russian national messenger "Makh" was presented, which will include state service functions and educational chats. Starting September 1, 2025, the "Makh" application will be mandatory for pre-installation on all new smartphones and tablets in Russia.
As of July 2025, 70 million Russians, or 95% of the population over 14 years old, are registered on Gosuslugi. In 2024, Russian residents used the portal's services 750 million times. The scheme for connecting subscribers for these services has already been agreed upon with communication operators.
State regulation of platform economy is set to begin in autumn 2026. The Ministry of Digital Development plans to include marketplaces, delivery services, and taxis in the "white list" of services that will continue to operate during a shutdown. The transformation of Gosuslugi is occurring amid increasing internet control by the Russian government, including censorship and surveillance measures integrated with state digital services.
In conclusion, by 2030, 99% of mass socially significant services are planned to be available in electronic format via Gosuslugi. The number of "life situations" providing bundled services through the portal will increase significantly by the end of 2025. More services will be provided proactively, with citizens consenting online to data usage instead of submitting documents manually. Gosuslugi will be integrated into broader state digital platforms like MAX to consolidate service delivery and government control.
