Saudi Arabia partners with HUMAIN-Groq to launch initial implementation of OpenAI models in the region

Saudi Arabia has made a significant stride in artificial intelligence (AI) technology with the deployment of OpenAI's powerful GPT models within its borders. This groundbreaking move, powered by Groq's high-speed AI inference hardware and HUMAIN's sovereign infrastructure, positions the Kingdom as the first country in the Middle East to host these advanced AI models locally in sovereign data centers.

The initiative aligns directly with Saudi Arabia’s Vision 2030 and its AI strategy. By accelerating digital transformation and economic diversification, the Kingdom aims to build a digital economy driven by AI, reducing dependence on oil revenues and asserting its leadership in emerging technologies globally.

HUMAIN, a company backed by the Public Investment Fund, has enabled Saudi-based developers, researchers, and enterprises to access AI tools that were previously limited by infrastructure or compliance constraints. The establishment of HUMAIN by PIF in May was backed by commitments from Nvidia, AMD, Cisco, and Amazon Web Services.

Groq, a US-based company, provides a custom-built processing platform for high-speed performance. Their partnership with HUMAIN gives the company a powerful regional and globally central presence in one of the fastest-growing AI ecosystems on the planet. According to Groq CEO Jonathan Ross, this partnership is a significant step forward for both companies.

The deployment of OpenAI's most powerful open models within the Kingdom allows direct access to the global frontier of AI, fully aligned with national regulations and data laws. The gpt-oss-120B model operates at more than 500 tokens per second on the platform, while the gpt-oss-20B exceeds 1,000 tokens per second.

This move supports a wider strategy to diversify Saudi Arabia's economy and position itself as a key player in global AI. Beyond OpenAI models, HUMAIN is advancing Arabic-language AI models like ‘Allam’ and developing comprehensive AI-driven operating systems for enterprises, reflecting a long-term AI capability-building strategy.

The infrastructure expansion aims to increase local AI compute capacity and the development of data centers. This is a foundational step in realizing Saudi Arabia's Vision 2030 ambitions by embedding advanced, localized AI infrastructure that supports compliance, enables innovation, diversifies the economy, and establishes the Kingdom as a global AI partner and technology leader.

The infrastructure is positioned as fully sovereign, meaning all data handling complies with Saudi regulations. This respects national data laws and regulatory frameworks while fostering technological self-reliance. The partnership between HUMAIN and Groq also expands HUMAIN's reach into the Middle East.

HUMAIN CEO Tareq Amin described the development as a step forward in achieving technological self-reliance. The companies did not disclose commercial terms or usage projections. However, the partnership builds on a partnership first disclosed in May and aligns with Saudi Arabia's national strategy to become a competitive player in global AI development.

Under Vision 2030, the Kingdom envisions a digital economy powered by AI, investing heavily in sovereign compute infrastructure. This infrastructure could be significant for organizations in the public and private sectors that require local hosting of data-intensive applications. Saudi Arabia is the first country in the region to host OpenAI's newly released publicly available models, establishing itself as a regional AI hub and a connector between East and West.
